Introduction to the European Council
The European Council consists of the heads of state of the 27 member states of the European Union.
It sets the EU’s policy and agenda by adopting conclusions.
The EUCO does not act as a legislative body, meaning it doesn’t negotiate or adopt EU wide laws. But, as mentioned above, it sets the EU’s policy, political and strategic agenda for priority areas with a focus on issues of concern, actions and long term objectives.
As mentioned above in the European Council, delegates will represent the heads of states of the EU member states.

David Dimonu
Hi, I’m David Dimonu and I’ll be one of the chairpersons of the European Council. I am an open-minded individual who is always interested in new experiences, and that is why I have taken part in many MUN conferences. I am passionate about history, economics, philosophy and cooking. I truly hope that alongside my fellow chairperson and the future delegates we will be able to make a memorable experience of this wonderful MUN conference.

I’m Eugeniu, but don’t shy away from calling me Eugen:) I’m a sophomore in “Saint Sava” National College and I’m thrilled to be chairing the European Council at this edition of IBSBMUN, alongside David. I have started my MUN journey one year ago and I can truly say that this community has shaped me and my entire highschool period. I’m very excited to meet you all and I am very much looking forward to the spicy debates that will take place in the European Council.
